Policymakers must consider these indicators, along with potential externalities and other factors that may precipitate public-health emergencies. In times of uncertainty, the precautionary principle<\/a> should guide decision-making. <\/p>\n\n\n\n We propose implementing adaptive strategies that incorporate the latest scientific knowledge. These plans must be regularly assessed and improved to reflect new findings.
